Offering incentives for updating leases, condition reports and getting insurance

Is there anything illegal or unethical about offering incentives for filling out new leases, completing condition reports, and signing up for renters insurance. (We are changing from a property manager to self management. Therefore we will have current tenants that need to update and sign new leases with us, do condition reports, and get renter’s insurance. I was thinking of offering either a $50 gift card for everyone who completed all three things, OR tell them that the as they complete all three things that will put them in line for getting their older bathrooms remodeled. People who complete these items first, will be first in the que for remodel projects.
